What the Law Requires us to Do

Under the Solid Waste Regulation and Management Act (SWRMA) No. 20 of 2018, LISWMC is legally mandated to assume all solid waste management functions previously undertaken by the Lusaka City Council's Waste Management Unit. As a contract management company, we do not collect waste directly. Instead, we structure, regulate, and oversee private sector operators who deliver waste services on a franchise basis across designated service zones.

Advisory Services

Advise the local authority on solid waste management, including policy development, strategic planning, infrastructure investment, and adoption of new technologies.

Ensuring Equitable Services

Ensure that solid waste management services are accessible, sufficient, affordable, safe, and acceptable on a non-discriminatory basis to all residents and businesses in Lusaka.

Private Sector Facilitation

Facilitate private sector participation in the development and provision of solid waste services in designated service zones through franchise contracts.

Oversight & Enforcement

Provide general oversight over the provision and standards of solid waste services, and formulate, implement, and enforce programs, initiatives, and requirements for waste management.

Tariff Management

Hold public inquiries on proposed tariffs and recommend, to the Director, appropriate tariffs for solid waste management services to ensure affordability and sustainability.

Program Formulation

Formulate, implement, and enforce programs, initiatives, and requirements for the management of solid waste, including public education and compliance campaigns.
